Quaternary lockers could not be built using any materials. Many of the parts of the device had to be imbued with force-powers, and such materials were hard to find and often very valuable. Quaternary lockers were incredibly complex machines, with up to 1 billion microgears operating inside, and many spark plugs generating micro-magnetic fields.
