The recruiter is surprised that there are so few people willing to join the Legion, what with the Krug invasion, and Lord Hovart's undead minions skulking around the countryside around town. With the return of the Maljin, the recruiter says that if the townsfolk had listened to him and joined up, the town might have a chance of surviving, but as it is, half the town is sick and the guards are exhausted, leaving Elddim vulnerable to the attackers.
