According to an obituary written by Michaeljohn Harris for the BBC's internal newspaper, Ariel, Oxley had a fascination with machinery since childhood. He joined the BBC as a visual effects design assistant, after which his contributions to Doctor Who and other programmes led to a freelance position as special properties designer. This, however, ended with new management changes at the BBC.
