Monte Propps was a criminal who was captured in 1988, thanks to a monograph about serial killers and the occult written by Fox Mulder. In March 1992, FBI Special Agent Dana Scully mentioned to Division Chief Scott Blevins that she had learned of Propps' capture and that Mulder's influence on the case had added to her knowledge of Mulder's reputation.
