This flag enables a unit to enter Impassable Terrain. On Land this means Mountains, and on Water it means Ice. The unit must still be capable of moving in the Domain of the impassable feature though, so a Naval vessel with this flag wouldn't be capable of moving onto a Mountain, nor a Land Unit being capable of moving onto Ice (unless they also have the flag bCanMoveAllTerrain set)
