The Klingon double agency (or Klingon Intelligence section) was an area within Klingon Intelligence that General Verticon had put efforts into starting in 2382. He attempted to create it by gaining support within the Klingon Council, but was unsuccessful. If begun, it would have acted somewhat like Section 31, or the Obsidian Order to their respective organizations. (Star Trek: Phoenix-X: "Spider Agencies, Part I & II") It is not certain yet whether Verticon tried again and was successful in creating such an organization.
