This is the rite used to open a moon bridge between two Caerns. It must be aided by a pathstone to succeed, and may open one of three types of moon bridge: Safe, Attack, or Wild. If you have this Rite and these things make no sense to you, find a Wiz with the Caerns book. A badly botched rite will burn out the Caern's energy badly, so that only Wild Moon Bridges may be opened from it, and other Caerns will need to open Attack Moon BRidges to it.
