Arcanus Sempitor Teleportus Retainus is a chant used by several non-player characters during the quest While Guthix Sleeps. It is said multiple times by Akrisae, Idria, and Thaerisk Cemphier to teleport the player around and to teleport whomever holds the teleorb to the jail cell in the White Knights' Castle.
