Your national flag is used to display a tag abover your city in the map/region view. You can choose whatever text to put there by clicking on your picture in Civony and clicking the 'change' button beside your current flag text. You must have a 'National Flag' item in order to change your national flag. Each change uses one (1) National Flag item.
