Primo Monteleone is a member of a law enforcement civilian team led by Lieutenant Cheney and also the counterpart in terms of personality to NCIS Special Agent Anthony DiNozzo. Like DiNozzo, Monteleone is often on the receiving end of Cheney's head slaps and Monteleone also dishes them out to Todd Miller who like Timothy McGee is the Probie and presumably the youngest and newest member of their team.
