You encounter him in Cloud Cuckooland hopping in the middle of the Trash Can. When you speak to him as Kazooie (as she's the only one who can enter), he'll tell you to clear the area of germs. Use your Wing Whack ability to win the minigame and he'll reward you with a jiggy.
