There are a number of ways. An easy way is to use the "create an article" input box on the Main Page. It's in the box that says "navigation" in bold letters. You can also search for the name of the article in the Search box in the left sidebar, and then click the redlink on the search page to start the article. You can also go to the Writing Center.
