Hitomi Ryo was an ise zumi of the Dragon Clan who entered to the service of the Emerald Magistrate Bayushi Norachai in 1166. He found himself among a bizarre group, as the massive beast by the name of Moto Shun, the fierce Matsu Seiho, the quiet Kitsune Asami, and the delicate courtier Yasuki Sadao. They were all appointed as magistrates at Ryoko Owari Toshi, tasked in bringing peace between the many street gangs in the city.
