Icy Heart is a paragon tier feat available to characters level 11 and above.[HotEC:144] When a character with the Icy Heart feat attacks with a power with the cold keyword, they add a +3 feat bonus to their damage rolls. The bonus becomes +4 at 21st level. In addition, when the character takes cold damage from an attack, each enemy within 2 squares of the character becomes slowed until the end of the character's next turn.
