Raphael Talon was an admiral of the Federation of Free Planets. Raphael managed to discover secret information about Dark Reach's whereabouts, expecting them to be a different organization than the Federation excepts them to be. However, the Federation, unwilling to hear Raphael, ignored the evidence. As a result, Raphael abandoned the Federation and went to Infamous Fallen, an Imperial planet. Raphael rallied up volunteers which sought independence for the planet to, and, eventually, managed to drive off the Fel Empire, founding the Galactic Arbiters subsequently.
