The King of Serenia is the ruler of the Sovereignty of Serenia, but his rule does not extend to entire Land of Serenia proper (Forty Thieves 'rule' the desert, a witch ruled the Dark Forest, Icebella ruled the Great Mountains). The most famous of these kings is King George IV, and later Kenneth the Huge. While there were apparently three other Georges who ruled the kingdom, nothing is known about those early kings.
