Devolving Citizens are victims of the devolution technology of Gorilla Grodd. Though not fully transformed into apes, these citizens of Little Bohemia, a district of the city of Metropolis, are already under Grodd's mental control; they will attack anyone they perceive to be a threat to to their master's plans for the city. During the mission, the player must knock them out and revive them, or they would be transformed into Devolved Citizens.
