The Plug is an important item in Dino Crisis 2 during venture in the Third Energy Facility sub-level. It is supposed to be put inside the Water Circulating Control Room which operate the elevator Inside Cooling Aqueduct. The plug can be found inside the Underwater/Transport Passageway ②.
