The Borg were a mechanical alien race created by Benny Russell for the Incredible Tales magazine. The Borg featured in the first story that Douglas Pabst liked and he asked Russell to give the Borg a voice and the phrase "Resistance is Futile". (DS9 novelization: Far Beyond the Stars) The Borg of the Benny Russell Universe are based on the race of the same name from the primary universe.
