"I may build an empire on lies, but they are the truth." — attr Genghis Khan Imperial Legates are the secret agents of various Asian powers, and are trained from the Nobles' Court. Trained in the arts of stealth and assassination, these men are highly skilled, and are able to carry out their deeds unnoticed. Their greatest strength is that they can remain hidden, even after assassinating an opponent, meaning that they can do a lot of damage if they are not detected. As a consequence of their skill and extensive training, their services are rather expensive. Also, even though Explorers cannot kill Legates, they can spot them, and once their cloak is blown, Imperial Legates can be quickly killed because they have sacrificed armour for stealth and mobility.
