Bob was an internal affairs detective within the Los Angeles Police Department. He came to interview Jo Reynolds following an incident with Detective John Rawlings in which he beat a suspect into a coma. Matt Fielding later brought Wilkens photos that Jo took of the incident, which implicated Rawlings in the wrongful death of a suspect. Wilkens promised to keep Jo's involvement to a minimum, but Rawlings spied on their meeting.
