The ratling dealer is unique NPC who can be found at the bottom of the Rift. If he is 'C'hatted with, he will offer the PC a climbing set for a minimum of 50000 gold pieces. If the PC has more gold, he will always name that whole sum as a price. Note that it is possible to trick the dealer by simply dropping all the excess gold. Finally, he doesn't drop the climbing set when killed, so there is no way to avoid the price completely.
