Chiyoko was first thought of as a concept for a possible romantically linked partner for The Messenger, from which the idea for her appearance was gained. Her appearance was taken from Roda from Tegmai Bachi (her appearance in the second series). However after realising that the concept of a partner was both plagaristic and out of character for The Messenger, I decided to make her into the permenant opponent of The Messenger.
