The Office for Interplanetary Exploration is a Loric facility that was dedicated to off-world discoveries. The Office sent recon scouts to almost all of the 18 inhabitable planets in the universe and discovered that none are quite like Lorien it terms of sustainability. Files on Earth suggest that the planet is incredibly polluted and hot and the people are miserable, often at war. Mogadore is simply seen as a dump.
