Mr. Walters was a dock worker at the Norfolk Naval Base who lost a bet with his friend, Jeb and as such, had to move large pallets of metal drums onto Jeb's truck. Unfortunately, one of the drums fell to the ground, releasing some acid onto the ground while also revealing an acid-dissolved corpse that had been trapped inside. At some point, NCIS Special Agent Timothy McGee was called to the scene and he later rang the Major Case Response Team led by Leroy Jethro Gibbs for help.
