Captain Butch Flowers, also known as Freelancer Agent Florida, was the Blue Team's previous commanding officer at Blood Gulch. Despite Flowers' few appearances, his roles in the Blood Gulch Chronicles, the Project Freelancer Saga and Season 14 have had a significant impact to the series.
