Targa was once ruled by the cruel and paranoid Queen Balina, who believed that all strangers in her lands were spies from the neighboring city of Operon and kept her Gargons under standing orders to capture them. After capturing Princess Rhea of Operon and trying to hold her for ransom, Balina was deposed and a warrior named Garn became the new ruler of Targa.
