City Watchman Reuben is a guardsman who can be found near the Guardhouse at the Praios Square in Ferdok during the quest Murders in Ferdok. After that you can find him at the inner courtuard of the barracks in the Ducal Citadel. There he will, amongst other things, release Dranor from prison once you have completed the quest Salina's Request.
