This is a lie by Jagex, and a stupid one at that. They have said that they are maintaining there zero tolerance policy, yet why would they say they have a new system that will catch ALL people using current bots. Not only are they practically telling people, "OK! You guys have to make a new bot that works differently, come back in 2 and a half weeks," but they're also saying, "If you've botted this long without getting caught, well done! We won't punish you if you stop now!", because they're telling people to stop botting because they have a new system, but the smart thing to do if they really did would be to just say nothing and let the bots fly into your webs of banning-ness.
