Lotora was the capital city of the colony Roleath, and was one of the most populous and rapidly growing locations in the Outer Colonies. It was the former home of famed educator and political activist Kimberly Allison Moorstead, for which the city's Kimberly A. Moorstead Memorial Space Tether and Moorstead Academy are named. Lotora was widely known for its nightlife. Lotora's massive population made it a prime target for the Covenant, causing it to play a central role in the Battle of Roleath.
