Lagoon Sahagins are in Sea Serpents Grotto, You get there through yuhtunga jungle (spelling may be off) but inside there, past the gold door (trade a gold beastcoin to the door) and right behind there u will pass a slime, then u will come to an open area with plenty of them and other types aswell
