Arlo Turner was a Manticoran citizen and an officer of the Royal Manticoran Navy. By 1920 PD, he was a heavyset, fair-haired man in his mid-fifties. He became a prisoner of war after his capture by the Republic of Haven. A competent tactician and efficient administrator, holding the rank of Commodore, he served as Admiral Gold Peak's aide during her stay in a Havenite military prison. (SI1)
