The Edicts of Armadyl were a very secret organisation that defended the world from the sky. Each member was an Aviantese, who are considered extinct. They manned and owned Fort Avias, which was made by Armadyl using the most powerful magic and the best dwarven/gnomish technology. They are lead by Lord Rax.
