This is a unique ability that awakened with Luke's Mangekyo Sharingan. This jutsu can be activated many ways. The two most prominent ways are through eye contact or by making a hand sign. The person trapped in the illusion cannot control his chakra and thus losses control of jutsu and genjutsu. The illusion varies depending on Luke's mood and thus cannot be broken.
