Victor Cozart was an inmate in Butcher Bay Correctional Facility Single-Max facility. He and his brother, Abe Cozart, were known as Torture Twins, for their obvious love for torture. They managed to get Frances into their cell, while they were on a week long lockdown. Victor proceeded to cut out the victims eye, his brother wanted a turn, but Victor wanted the other eye as well. The victim passed out from that. Abe scolded him, since they can't get another prisoner for a week.
