Tando was a male Starfleet captain who, during the Borg Invasion of 2381, was assigned as commanding officer of the USS Kearsarge. Tando suffered a nervous breakdown during the Kearsarge's engagement against the Borg at Vulcan, forcing his second officer, Lieutenant Commander Kara na Miin, to assume command. Tando was counseled in the weeks following the invasion by Counselor Brian Ellis at Starbase 22, though over the course of their first ten sessions, Tando was unable to speak a single word.
