Victor Contreras is an Executive in Universal Petroleum's "Higher up" branch. He is in need of rescue in the first part of the game when the player is introduced to Universal Petroleum. Apparently, the VZ are holding him for ransom and it is up to you -with the help of the T.S.I Mercenaries- to find and rescue him.
