Captain Orozco is a police officer with the Beverly Hills Police Department. In May of 1992, he was part of the team that monitored Beverly Hills Safe & Lock prior to an attempted break-in. He provided the surveillance team with a schematic of the 3,000 sq. ft. vault. He strongly objected to the FBI's plan to apprehend the burglars when they exited from the storm drain because it would allow the break-in to occur, thus destroying Beverly Hills Safe & Lock. Orozco would have preferred to capture the perps underground and thereby prevent the break-in. He was overruled by John Rourke of the FBI.
