Joe Phipps is a former NASCAR driver from Newark, DE. He competed in nine Winston events in his career. Phipps' debut came in 1970, when he competed at Rockingham. Starting 34th in the field of forty, Phipps just kept out of trouble and had a solid 16th place run. Luckily, it was part of a respectable season for the driver, finishing in the top twenty in five of his seven starts, and only DNFing twice. His best run was a career-best 11th place outing at Beltsville.
