In popular opinion, no. He was never very interested in the Organization or its goal. He just wanted whatever his existence was to be over because he felt empty. He and Namine are thought to be the only Nobodies with true emotions. It is possible to look at it from another P.O.V and see that his intentions were not savory, but I'm not sure where you would have to look from. So, I'm going to say no.
