It isn't known why the mirror DIS don't handle punishments, since they still arrest rogue agents, but the mirror DAVD may be a branch of the mirror DIS. Since it's never been explained, there are multiple possibilities. Proponents of the DAVD Conspiracy Theory may be mistaking this multiverse's DAVD for the prime DAVD.
