ConSec was led by a Director, although its Operations Officer (with the rank of Major) was usually the most visible leader. During the Consulate of Breek Zagrev, Keshito was her Operations Major. The Consul appointed the Director of ConSec, who in turn supervised the appointments, promotions, and terminations of all other ConSec officers.
