__ToC__ Phrosoe is the leader of the Irradiates found in the Atomic Wasteland. He is a particularly powerful mutant convinced that only those willing to be subjected to radioactive mutation are fit to survive, an ideology he has turned into an almost religious quest; he sends his followers out to attack and capture any non-mutants that are found in the region, and purposely exposes them to the mutagenic materials found within the valley.
