Toggan was an Imperial Moff and the governor of the planet Quellor during the Galactic Civil War. Moff Toggan tried to keep a tight reign over the stormtrooper legion under his command, especially at the anti-Imperial rallies held on Quellor. During one such rally, in Terrina Square, Moff Toggan specifically ordered his troops not to open fire on the protesters. However, when the protesters burned an effigy in the image of the Emperor Palpatine, the stormtroopers opened fire, shooting down every member of the peaceful protest.
