James Madison was President of the United States during the early 19th century. He was married to Dolly Madison. Prior to his Presidency, Madison famously wrote the Constitution, including parts regarding the Congress's ability to approve a budget. President Madison dealt with a Congress that wished to make English the National Language. This fact was noted by Donna Moss in a report she gave to Josh Lyman in 2000. Leo McGarry apparently believed that Madison probably ran his presidency off of a message calendar.
