The Multipurpose Center provides all 4 services Education, Health, Fire and Police at the same time, but for high cost. The Multipurpose Center has large coverage and costs 100000/mo (that's right, a hundred grand), and the Multipurpose Station - 50000/mo, with smaller coverage. I guess you could use those if you're bathing in money and don't want to be bothered with creating 4 different coverage networks. Otherwise, it's pure waste.
