The Vs. Seeker (known as the VS Seeker in Generation III) is an key item that makes you re-battle trainers in Kanto and Sinnoh. A trainer with !! over their heads means they want to have a re-match. A ! means you haven't battled them. You can't use it in buildings, caves, etc.
