Weakening Wave is a skill ability that decreases the opposing party's attack by one level. It can be used multiple times to further the effect. In Dragon Quest IX, it is available to any character with a 'Mage's Manual' (obtained by completing Quest #096) in their inventory. It is also used by some grotto bosses as well as Cummulus Hexxes.
