Rhaegal I Targaryen was the mentally ill, feeble-minded son of Myriah Martell and Daeron II Targaryen. He had twins, but never took the throne, even after his brother Aerys I Targaryen died. Instead the throne was passed to his brother Maekar I Targaryen.
