The Korlivilars were one of the warp-capable member species of the Interstellar Concordium in 2294. (TOS video game: Starfleet Command Volume II: Empires at War) After the end of the Pacification Campaign, they dropped out of the ISC because its people no longer supported the bloodshed the Council of Five generated in the name of the Declaration of Ideals. They spent the following 80 years or so trying to distance itself from the ISC.
